Prof. Dr. Boris Kopeliovich is the author of more than 400 publications on high-energy physics, which have over 13000 citations. h-index=53.Have won numerous research grants. The author is 74-years-old; he is happily married (but also happily separated) with four sons and eleven grandchildren. The author discovered the key solution that led to what he only now calls Quantum-Relativity (qr) at nine years of age. It was too great a burden for a nine-year-old to deal with and the author decided to leave the issue until later in his life. The author became an electrical engineer with his own company designing and manufacturing highly specialised electronic instruments for the energy industry. In 2007, the author sold his company and at the age of 57, he took up the full-time theoretical work that led, as a mere by-product of that overall work, to the development of what he now writes as a paper entitled "Quantum-Time; the Arithmetic of the Clocks", which new approach to number theory trivializes the apparently great puzzle of quantum-relativity.

I have the dutch nationality and studied physics at the university of Utrecht from 1961 to 1968. I worked in the field of nuclear fusion at several laboratories: 1968-1973 on field pinches at the Culham laboratory UK, developing optical magnetic probes and studying plasma stability. 1973-1975 on the Tokomak at Fontenay-aux-Rose France, developing X-ray diagnostics and studying plasma instabilities. 1975-1986 on the Wendelstein stellarator and the Asdex tokamak in Garching Germany, developing X-ray cameras to study plasma internal instabilities and transport. 1979 received my doctorate at the university of Utrecht based on the developing of X-ray diagnostics. 1986-1999 worked on the Joint European Torus at Culham UK, at various positions including MHD topic group leader. 1999-2007 worked on the high field tokamak FTU in Frascati Italy, X-ray and magnetic probe analysis of plasma transport. 2007 published my first paper on the measurement of the speed of light. 2012 published my second paper on this topic, showing that the speed of light is not necessarily a constant, but always will have a constant value in the local units. Also it was shown that clocks are slowing down over time. 2014-2021 published further papers on the acceleration of the expansion of the universe, which is an artefact caused the slowing down of all clocks. And lastly a book in 2021 before the launch of the Web telescope, predicting that the Web telescope would only see fully developed galaxies even close to the Big Bang only very far Red-shifted. Which was indeed the case.

Sapogin Leo Georgy (1936). Full Professor Sapogin now lives in Moscow, Russia. He began in 1954 to study in Taganrog Radio-technical University and graduated (Dept. of solid state physics) in 1959. He served during his military service from 1959 to 1972 at Ministry of Defence as the scientific adviser. Candidate of science (1966). He maintained (1971) the doctor degree in Leningrad State University. In 1972 to 1985, he was the Head of Theoretical Department in Russia Academy of Science. Since 1985 till present he is the Head of Physical Department of Technical University – MADI. He is the author (or coauthor) of numerous (over 200) published scientific articles, 4 books, school supplies. He obtained (with V.Boichenko), first, very important scientific result: calculating (with accuracy more 0.3%) of the electrical electron charge and of the fine structure constant -1/137. He published (2005) in USA and Russia (together with Prof. Yu.Ryabov and V.Boichenko) the book named “Unitary Quantum Theory and New Source of Energy”. Together with Ryabov he calculated mass spectrum of elementary particles and mass bozon Higgs - 131.7 GeV.
